HKHAMS 20-21 Circular No. 2 - Return to Hockey, Competition Formats and Fees

Dear Convenors,

Trust you and your fellow players stay safe and healthy since we last met.

After the MS AGM, the MS committee met twice to discuss the plan for 2020-21 Winter League despite the uncertainty surrounding the timing of the re-opening of the public hockey pitches.

The purpose of this circular is to provide you further updates on

(I)               Various plans to be implemented in response to possible relaxation of government control measures on COVID 19 (please refer to the Return to Hockey Guidelines, as attached, for details);

(II)             Proposed league formats and;

(III)           Team fees (including discounts and timing of payments).

I           RETURN TO HOCKEY  GUIDELINES

The Return to Hockey Guidelines attached outline various plans to be implemented in response to possible relaxation of government control measures on COVID-19.  The Guidelines aim to outline the actions that will be taken to facilitate all clubs, teams and players to prepare themselves for the coming hockey season, which would help us all to get back

on to hockey pitches as quickly and safely as possible.

II          COMPETITION FORMAT PROPOSALS

At this moment, we are still not sure when we will reach the Stage 5 that is shown in the Return to Hockey Guidelines, and also  will be in a position to start the men’s 2020/21 winter league.  Nonetheless, we set out below different options to be adopted depending on the league start date.  Please note that the 2020-21 season will be extended to 5 June 2021, no matter which option is to be adopted.  Taken into account that the 2020-21 season will be shortened because of the late commencement, knock-out tournaments may not be organized.  If we can only run a few tournaments, priority will be given to the Guv Dillon Cup as this is a sponsored event and thus is more beneficial to the hockey community.

III         TEAM FEES

1. 2020-21  team fees

After calculating savings made due to the premature end of the 2019/20 season, the team fees will be comprised of:

(A) League Fee (Team Registration Fee): $750 per team

(B) Administration Fees

1. Club Affiliation Fee:     $750 per club

2. Administration Fee:     $12,250 per team for Premier Division (i.e.  $6,000 less)

                                         $9,150 per team for Division 1 (i.e.  $3,000 less)

                                         $7,250 per team for Division 2&3 (i.e.  $2,000 less)

                                         $6,250 per team for Division 4, 5, & 6 (i.e.  $2,000 less)

Premier and D1 teams have been paying higher team fees because of the higher cost of running their games due to appointed umpire fees, match supporting functions (scoreboard and video recording).  They will therefore enjoy a larger cut in team fees for the 2020-21 season.

2. Payment Timing

Due to the ongoing uncertainty about the resumption of our winter league because of COVID-19, clubs will be allowed to make team fee payments by 2 instalments as described below.  The exact deadlines for payments will be circulated once there is more visibility on when competition can resume.

1st instalment (non-refundable) – to be paid at least 7 days before the first scheduled match of the HKHAMS 2020-21 winter league.

This will be comprised of:

(A)       100% of League Fee (Team Registration Fee)

(B)       Administration Fees

(i)         100% of Club Affiliation Fee:

(ii)        50% of Administration Fee:

2nd instalment – to be paid approximately 2 months after the first scheduled match of the HKHAMS 2020-21 winter league (i.e. after at least 8 matches).

This will be comprised of:

50% of Administration Fee

Should you have any questions about any of the above please do not hesitate to contact Jowie (leagueaa@hockey.org.hk / jowiewong@hockey.org.hk) or Bonnie (bonnieyeung@hockey.org.hk).  We will provide further details regarding registration, convenors’ meeting in due course.

Best regards
